Plan4Zion


I served on the Steering Committee that developed a comprehensive plan for the future of Zion. The purpose of Zion’s comprehensive plan is to help the city capitalize on trends that are changing in the way we live, work, entertain and do business. Building on the results of previous planning efforts, the Plan4Zion communicates a cohesive community image and long-term economic development strategy.


The Plan 4 Zion is the City’s official policy document guiding future growth, development and redevelopment. The Plan includes improvements to existing neighborhoods and community services. It includes recommendations for specific sub-areas of the City in order to provide detailed guidance on future development opportunities. It provides a strategic plan to guide public investments so that such investment will provide the greatest benefit to the City. It is by definition long range in scope, envisioning a 20-year period.

Primary Objectives of the Plan

  • Building on Zion’s history as a center for healing and wellness to promote healthy living and quality-of-life as a transformative, long-range development strategy;
  • Expanding the City’s tax base and employment base by developing new sources of revenue, increasing availability of public services, improving the local business climate, and increasing employment opportunities for all Zion residents;
  • Developing a well maintained, viable housing stock that contributes to neighborhood stabilization, the City’s economic base, and that provides attainable housing options for all Zion residents;
  • Ensuring all residents have access to quality social services including health care, work programs, healthy food choices, educational and recreational programs;
  • Expanding opportunities for and ease of access to public transit and other non-vehicular multi-modal transportation options for all residents, employees and visitors;
  • Pursing a comprehensive approach to sustainability that integrates natural resource preservation, lakefront restoration, and energy conservation into the fabric of the community and economic development strategy; and
  • Developing high quality technologically advanced public facilities, services, and modern utility infrastructure to provide high quality government services and business opportunities.

Zion will develop as a unique community, offering high quality and affordable housing, recreational, educational, health care and tourism opportunities. Zion will remain a welcoming community, with a small town feel and strong sense of community, while seeking to expand development opportunities, so that all residents will enjoy a high quality-of-life, in a healthy, family-friendly and attractive atmosphere.
